How long does it take to make a "hire/pass" decision?

Back in May I applied to a firm here in Toronto that acts as an "inhouse management consulting/project management/business analysis" department for a few Healthcare organizations.

Throughout June and July I went through the normal gamut of interviews (phone, face-to-face, panel comprised of team members, then final with a Senior PM and a Director) The final interview took place on July 30 and I did a pretty good job. I was told I would hear back from them within the next two weeks. I waited two weeks and on August 14 sent a polite and tasteful email asking for any updates to the "decision-making timeline". The Director immediately emailed me back and essentially said this is vacation time and it's taking longer then usual...

But in all honesty, vacation time or not, does it really take 18 business days to make a decision on someone after 4 interviews? lol

If someone could give me an outline regarding real consulting shops and their "decision making timelines" (or any horror stories) I would greatly appreciate it!
